Background

On 27th June 2012, Rwanda’s Cabinet Meeting adopted a draft Law (hereafter NCST Law) establishing a National Commission of Science and Technology (NCST), tasked with the mandate of providing informed and strategic policy advices to the Government on issues pertaining to the development of science, technology, innovation and research (STIR). NCST was then also tasked with a special mandate of advising on human capacity building strategies to ensure the availability of a critical mass of skills in science and technology to support the achievement of a competitive and sustainable socio-economic development based on STIR. The same Cabinet Meeting put in place a National Science and Technology Taskforce (NSTT) to lay the groundwork for the implementation of the Commission’s mandate.

Although NCST will take on initiatives cutting across sectors, NCST is mandated to focus on a set of identified national strategic science and technology focus areas as listed below:
 

  • Agriculture and livestock
  • Energy generation and distribution
  • Natural resources and environment
  • Industry development and technology transfer
  • Information and Communications Technology (ICT)
  • Public health and medicine
  • Construction, transport and communications
  • Science and technology in education
  • Business development, legislation and regulation
  • Defense and security

Subsequently, law N° 80/2013 of 11/09/2013 established NCST, under article 176 of the constitution of 4 th June 2003 as amended to date, especially in its article, 62, 66, 67, 88, 89, 90,92, 93, 95, 108, 113, 118, 176, 183 and 201, as stated in the official Gazette N° 42 bis of 21/10/2013.

Law n° 20/2016 of 20/05/2016 modifying and complementing law n° 80/2013 of 11/09/2013 establishing the National Commission of Science and Technology (NCST) Official Gazette no 23 of 06/06/2016.

Thereafter, Law n° 40/2017 of 16/08/2017 modifying and complementing law n° 20/2016 of 20/05/2016 establishing the National Coucil for Science and Technology (NCST) Official Gazette no 40/2017 of 16/08/2017.

About NCST

Our core mission is to provide strategic advices and recommendations to the Government on all matters relating to policies, legislation and regulation in the fields of science, technology, research and innovation and monitor the implementation of such policies and legislation. It also mandated to mobilise the National Research and Innovation Fund to facilitate Researchers and Innovators
