Dr. ELIANE UBALIJORO

Dr. Eliane Ubalijoro, is the founder and executive director of C.L.E.A.R. International Development Inc., a consulting group harnessing global networks for sustainable systems development. She is a professor of practice for public and private sector partnerships at McGill University’s Institute for the Study of International Development, where her research interests focus on innovation and sustainable development for prosperity creation. She was a facilitator in the International Health Leadership Development Programme (IHLDP) commissioned by the Kenya Red Cross and the International HIV/AIDS Alliance offered by Lancaster University’s Management School. She teaches leadership in the International Parliamentary Executive Education program run by McGill University (in English) and by Université Laval in conjunction with the World Bank Institute. Eliane worked as project manager and principal investigator on a Gates Grand Challenges in Global Health. Prior to going back to Academia, she was a scientific research and development director in a Montreal-based biotechnology company for five years in charge of molecular diagnostic and bioinformatics discovery programs. She is currently a member of the Presidential Advisory Council of Rwanda.

Our core mission is to provide strategic advices and recommendations to the Government on all matters relating to policies, legislation and regulation in the fields of science, technology, research and innovation and monitor the implementation of such policies and legislation. It also mandated to mobilise the National Research and Innovation Fund to facilitate Researchers and Innovators
